Every 10 seconds the scorm player will check it can access the file and if it doesn't get a response within 5 seconds the warning will be activated. The delay or lag in your system could be caused by a number of things so you may need to discuss with your IT dept ways in which you can improve network speed/availability.

It may be that at times your network is particularly busy or there may be issues with the network wiring in certain parts of your building for example. Your IT dept will probably want to know if there's any particular pattern to the problem i.e. is it certain users or certain parts of the building that seem to be affected.
